In July 2009, Bernard Kouchner, Minister of Foreign and European Affairs, confided to Alain Boinet, Director of Solidarités Internationale, and Benoit Miribel, Director of the Foundation Mérieux, a "mission of analysis and proposal on the evolution of humanitarian action in crises and post-crisis situations." This report was submitted to the Minister in March 2010. In July 2011, on the basis of this report, Alain Juppé, Minister of Foreign and European Affairs, decided to organize a national conference on humanitarian action. It was held on November 16, bringing together humanitarian actors, diplomats and researchers around a common reflection on the key challenges we are facing today: lack of access to populations, increased risks, relations between different actors, relationship between civil society and authorities ... It shows a real desire for dialogue, an increased search for consistency in action and dialogue with the government, as well as a strong commitment to the respect of humanitarian principles and practices, and more generally to the European humanitarian Consensus.
