Support to the Indonesian NGO, “Yayasan Pijar Harapan Lhoong”, and development of the Lhoong Sub-District Community Resource Center – Aceh Province – Sumatra

Out of the 28 villages forming Lhoong, the tsunami crushed 24. The 29 year old conflict between the independentists and the Indonesian government had already weakened the province, particularly in the rural regions such as Lhoong (the peace agreements were signed in 2005).
In response to the tsunami disaster, and thanks to sponsorship from the Fondation de France and the French Embassy in Jakarta, Triangle Génération Humanitaire implemented two psychosocial programmes in Lhoong sub-district, from February 2005 to July 2007. Lhoong is located south of the Aceh Besar region, on the west coast of Sumatra island in Indonesia. This rural region, far from Banda Aceh city, was literally demolished by the tsunami, and deeply scarred by the rural area’s long and active conflict.
The main objective of the two programmes was to help people rebuild themselves and their lives by re-creating a social link eroded by thirty years of conflict then brutally severed by the tsunami.

Both psychosocial programmes nurtured skills-transmission to the local communities. After creating a microfinance cooperative, BQBNL, and the local NGO, Yayasan Pijar Harapan Lhoong (YPHL), Triangle GH transferred the programme’s management to local level. The two grass-roots organisations are still active and receive informal guidance from Triangle’s team.

Integrated project for livelihood activities in meulingge bay – Pulau Breueh - Pulau Aceh sub district – Aceh Besar – Sumatra

To strengthen livelihood activities in the communities of the Meulingge Bay in order to give the beneficiaries the ability to recover their past economic capacity providing support on all economical activities that have been affected by the Tsunami.

Project Objectives

  • To help the communities to become auto sufficient in terms of food security and allow the benefits of their activities to be re-injected in the local economy.
  • To facilitate the trading exchanges between the targeted communities and with Banda Aceh through transportation facilities and infrastructures.

To strengthen the position of women within the communities by restoring their position in the local economical and cultural structure.

Principal Activities

  • Testing, cleaning, protection and rehabilitation of the rice fields.
  • Restarting of rice agriculture by supplying seeds, tools and fertilizers.
  • Rehabilitation of the water supply system destroyed by the Tsunami.
  • Extension and completion of the water supply system.
  • Distribution of animals (with follow up and vaccination) dedicated to cattle.
  • Building of enclosure for animal’s night shelter.
  • Building of water distribution points for the animals.
  • Building of fishing boats adapted to fishermen’ needs (and provision of fishing gears and safety equipments).
  • Building of fishery infrastructures adapted to communities’ needs.
  • Rehabilitation of the road between Rinon and Meulingge.
  • Building of transportation boats.
  • Building of coastal infrastructures.
  • Building of meeting infrastructures for women associations.
  • Building of storage infrastructures for the women associations.

This range of activities addresses all the economic sectors that existed before the tsunami. In order to ensure the success of the proposed action, the field of activities is within the knowledge of the beneficiaries, who need to be restored in their capacity to implement them.

This participates to ensure the sustainability of the project and its results.  All activities will be implemented following a community based approach.

From 2005 to 2007, the Fondation de France financed or cofinanced several of TGH’s programmes in Indonesia:

Creation of a community center and support to micro-finance in Lhoong sub-district, revival of fishing-related economic activities in Aceh district and Aceh islands, distribution of equipment for river, basin and seafront fishing to communities in the coastal villages of Aceh Besar and Aceh Jaya districts.

Development of a Community Centre and Support to Micro Finance In Lhoong Sub-District

This program is an extension of a previous one (PSYCHO-SOCIAL SUPPORT FOR VICTIMS OF THE TSUNAMI THROUGH
VOCATIONAL TRAINING).

Little by little, the villagers are re-establishing their structure of organisation and the emergency phase (primary needs and safety) is over. Now, the priority is to give people the means to rebuild their lives, in particular by allowing them to earn a living.

At this stage, our support involves mobilising the population through the community resource center. As well as organising children’s activities, it offers vocational training workshops and an economic initiative structure (micro-finance).

In Lhoong sub-district, we aim to boost economic and social dynamics by creating a traditional micro-finance institution:

  • Encourage the sub-district’s inhabitants,
  • Provide vocational training and leisure events to young adults.

Restore Fishing-Related Activities in Aceh Java District

  • Duration : 15 months (April 2006 to June 2007)

Since 2005, Triangle’s main priorities in Indonesia have been to rebuild traditional infrastructures and restore the activities of fishing cooperatives. The local boat builders knowledge and the quality of boats built during previous programs led us to extend our action to another area of Aceh Province.

Our overall aim is to bring back the activities of six fishing cooperatives in Setia Bakti and Sampoinet sub-districts (Aceh Jaya district).

  • Build 158 traditional vessels (76 “tepteps” inboard engine boats and 82 “temples”, outboard boats).
  • Improve the living conditions of fishermen, boat builders and their families.
  • Rebuild 6 fishing infrastructures: meeting room, warehouse and fish market, coop office, jetty and washrooms.
  • Distribute fishing equipment to these communities.
  • Re-launch the co-ops: implement the operating mode approved by the fishermen; provide technical follow-up.

There will be 4360 direct beneficiaries of this project including 809 fishermen, their families and the boat builders.

Restore Fishing-Related Economic Activities on Pulau Aceh Islands

  • Duration : 12 months (June 2006 to June 2007)

Our objective is to support recovery of fishing-related activities on the islands and, as a result, help islanders who were displaced because of the tsunami.

Restore the Coconut Derivate Manufacturing Cooperative in Banda Aceh

  • Funding : CNOSF (French National Olympics and Sport Committee) & FAO (UN Food & Agriculture Organisation)
  • Global budget : € 60,000
  • Duration : 13 months (june 2006 to june 2007)

Our general objective is to restore the Banda Aceh communities’ economic activities :

  • Create new jobs for victims of the tsunami
  • Reactivate the coconut line’s operating chain
  • Improve the coop’s operating system

Psycho-Social Support for Victims of the Tsunami through Vocational Training

  • Funding: French Embassy in Jakarta
  • Global budget: €87,000
  • Duration: 12 months (May 2005 to April 2006)

This project is directly linked to our first community support action aimed at helping the child victims of the Tsunami. Indeed, in the context of the community activities for adults, there appeared a strong demand for additional training in areas such as sewing, carpentry, electricity, cooking….

Thanks to the support of the French Embassy in Jakarta and our partnership with the Indonesian Ministry of Non Formal Training, we implemented vocational training units in the sub-district of Lhoong.

This ultimately allowed beneficiaries of the training scheme to find a job and make a living.

Helping the Local Community Care for Child Victims of the Tsunami

  • Duration: 16 months (February 2005 to May 2006)

This programme took place in the sub-district of Lhoong, 35 kilometres south of Bandah Aceh where 24 out of 28 villages were destroyed on December 26 2004.

Our work with the local community focused on two key areas:

  • Helping children via arts & crafts activities (drama, painting, games…),
  • Mobilising adults around community projects.

The program leaders, in continuing education with Triangle, proposed activities to 5 to 15 year olds before and after school. The adults were involved in 4 types of community activities:

  • Cake making,
  • Sewing workshop,
  • Woodwork workshop,
  • Ground clearing to help displaced populations regain their homes as fast as possible.

All these people are now active and fully involved in the reconstruction - in the broadest sense of the word – of their community.

Restore Fishing-Related Activities in Aceh Besar District

This comprehensive project supported the development of fishing cooperatives in three villages: Lhoong, Lhok Nga and Laampuk. Over 130 boats have been re-built by Indonesian craftsmen then delivered to the fishing cooperatives to which Triangle also gives equipment and managerial/organizational guidance. The first group of fishermen resumed their activity in September 2005.

  • Duration: 14 months (February 2005 to March 2006)

This funding allowed us to build 45 boats for the Lhoon fishing village and create port infrastructures. In addition, a solidarity fund, created by deducting a minor percentage from the fishing revenue, was used to develop further activities, for instance in the areas of agriculture and breeding.

Financed by ECHO, this project led to construction of 50 boats and helped re-launch the fishing cooperative of Lhok Nga:
reconstruction of the premises, rehabilitation of the banks of the channel leading to the port, management and
organization guidance...

As well as building 36 boats for the Lampuuk fishing cooperative, this project helped implement a chilling system for each coop; now the community can better preserve fish and strengthen its sales/distribution network.

« Small Fish » Project in Aceh Besar and Aceh Java District

  • Global budget: € 126,000
  • Duration: 6 months (January to June 2006)

This project featured distribution of coastal, basin and river fishing equipment to coastal village communities.

Training and Rehabilitation of the Power Supply System in Lhoong Sub-District

  • Funding: SIGEIF (Syndicat intercommunal pour le gaz et l’électricité en Ile de France)
  • Global budget: € 7,000
  • Duration: 5 months (October 2005 to March 2006)

This project benefited 7695 people. It included replacement of the old power supply system, maintenance of the new system by people trained through a vocational training scheme and distribution of a spare parts kit.
