Improving the Sanitary Environment of District 8

This project will be implemented in District 8, an urban area with high population density zone (approximately 408,000 inhabitants). Located east of the town centre, poorly covered by public transport, it is considered by the Popular Committee’s Department of Poverty Reduction as the second poorest district of the province (average monthly revenue between $50 and $100).

Access to basic services is broadly covered by state facilities, on the condition that beneficiaries are listed at Social Services and have obtained residential status. The facilities, however, are often obsolete and crowded due to the increasing immigration of peasants expropriated from the Mekong delta (about 100,000 people settle in Ho Chi Minh every year).

District 8 contains a high number of insalubrious dwellings, mostly built on stilts along the canal, without decent toilets. The narrowness of streets hinders connection to drains and access to potable water so liquid and solid waste is frequently thrown into the canal without suitable treatment. 

In the two dispensaries (Xom Cui and Rach Cat) and the main hospital, the current sanitation systems have been designed to treat water according to the infrastructures’ original capacity. However, these institutions are now facing a large demography owing to their geographical situation.  According to estimations communicated by the Health Department, the treatment capacity of the sanitation systems need to be multiplied by three to face the needs and reduce sanitary risks.

Triangle G H, in partnership with PADDI (Centre de Prospective et d’Études Urbaines)* and the Popular Committee & Health Services of District 8, will implement a two-part project:

  • Improvement of sanitation conditions in Xom Cui and Rach Cat dispensaries and the main hospital of District 8
  • Draft a development plan for District 8, taking into account urban poverty and environmental issues.

* PADDI is a decentralised cooperation project between the French Rhône-Alpes Region and Hô Chi Minh Province who have run a bilateral cooperation programme since 1997, particularly in the areas of training, health and urban management.
