The scarcity of income-generating activities associated with extremely unfavourable environmental conditions make Sahrawi refugees living in five camps in the Tindouf region almost exclusively dependent on humanitarian assistance. The limited composition of the food baskets distributed to the population does not ensure the diversity needed to cover basic food needs. The lack of animal protein is regularly stressed by nutrition experts. Although fish is culturally an important food item for the Saharawi population, the great distance from the sea and the low water resources make the supply of fresh fish almost non-existent.

An average of 450m³ of unexploited water is released into the wild each day, while its characteristics could allow fish farming, including Tilapia Nilotica, which is particularly resistant to extreme thermal and mineralogical conditions.

The first part of this programme involves the construction of a pilot farm dedicated to aquaculture and fish farming, and its supply with equipment. TGH will carry out field analysis, civil engineering work, and the purchase and installation of equipment. A specialized engineering office, selected by TGH according to its technical expertise and involvement in aquaculture, will ensure that the achievements comply with the programme objectives. TGH will complement this expertise with its own experience in this sector, acquired in the actions implemented in North Korea and in the Republic of the Congo.

CFEA members will be trained in the fish incubation process, which requires simple skills. The engineering office will follow up regularly to ensure the smooth running of the process, identify and respond quickly to any problems that may arise.
Fry will be purchased in the event that this reproductive phase does not allow the volume necessary for the production of the target tonnage to be reached.

Depending on the success of the first phase of this programme, this fish production will be distributed to the population and to school canteens in the region.
