The security context in the Vakaga Prefecture deteriorated sharply following the murder of the Sultan's son on 28 August 2019. Armed clashes between armed factions in the centre of Birao began the next day and occurred again in September. This violence led almost the entire population of the city and its surroundings to take refuge in reception camps. According to provisional figures, in September 2019, about 15,000 people were internally displaced, of whom about 60% are children. These IDPs, many of whom have had to flee urgently, live in extremely precarious conditions. This precariousness is exacerbated by continuing insecurity and the risk of renewed fighting, the difficulty of delivering humanitarian aid (the city is only accessible by plane), and the rainy season.

The water, hygiene and sanitation (WASH) situation in the various camps is particularly worrying, putting the health and lives of children in particular at risk. For example, no drinking water point is available within 200 metres of the place where people have settled. The present project aims to improve the situation by following up, developing and complementing an initial WASH response carried out by the Rapid Response Mechanism (RRM).

Given the urgency of the situation, water trucking is one of the first measures implemented to ensure access to sufficient drinking water for IDPs. Then, in order for the affected populations to have access to water in sufficient quantity and of sufficient quality for their domestic use, TGH ensures the operation and maintenance of pumping stations and water distribution sites, as well as the development of wells and boreholes. Furthermore, the quantitative and qualitative monitoring of the water distributed is an important aspect of the activities carried out, which help us bring the most appropriate response to the needs. Access to sanitation services is being improved through the establishment of emergency sanitation areas and the drainage and backfilling of old latrines. Finally, hygiene practices are also being improved through hygiene promotion and the distribution of hygiene kits.
