The conflict between Ukrainian armed forces and armed groups in eastern Ukraine has resulted in more than 2,500 civilian casualties, 9,000 wounded, and the internal displacement of approximately one million people since 2014. Despite several ceasefires since 2015, tensions remain high and new victims continue to be reported daily. The socio-economic situation of people living close to the Contact Line between Russia and Ukraine and in the oblasts (equivalent to a region) of Donetsk and Lugansk has deteriorated continuously over the past 4 years.

The causes are multifactorial: inflation (the average household food basket has increased by 6 to 10% in one year¹), power cuts, nationalisations, economic blockade and rising unemployment (+17% in one year²). With the breakdown of relations between NGCA (non-governmental area) and GCA (governmental area), all basic services networks have been fragmented.

Populations living near the Contact Line, whether rural or urban, are highly vulnerable. Food insecurity affects 26,000 people in GCA, and the proportion of people living below the subsistence threshold (1,700 UAH/person) increased from 20% to 74% between 2013 and 2015 in Luhansk Oblast, and from 22% to 66% in Donetsk Oblast³.

Needs are not limited to food security: the lack of direct coverage of drug needs and the very high heating costs in winter are two of the main issues identified in previous programmes.  Post-distribution surveys in 2017 showed that 25% of households used savings on food expenditures for drug expenditures.

Clashes and lack of economic opportunities have led many people of working age to flee the region, significantly changing the demography of the area. The number of older people is high, and they are sometimes isolated, with no support from a neighbour or from their families.

This programme aims to improve access to basic needs for vulnerable people through the distribution of multi-purpose electronic vouchers, as well as to better respond to the specific needs of elderly and isolated people by setting up a homecare service (cash for work).
