Position in the organization chart: The Consortium Coordinator reports to the Country Director and works closely with the coordination team and the project team.
Duration: 9 months – starting from September 2023, renewable based on availability of funds
Conditions: Salaried contract, gross monthly salary from €2,300 to €2,800 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Presentation of TGH
"Actor in a sustainable and shared solidarity"
Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.
Context
The simmering political tensions in Sudan in the aftermath of the 2021 military coup came to a tragic climax on April 15, 2023, when the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) clashed in Khartoum. The rapidly evolving nature of the conflict renders any assessment of the extent of the damages difficult, between critical infrastructure destruction, loss of human life, health sector collapse, and displacement. The UN nevertheless estimates the number of internally displaced persons (IDPs) at 736.000 as of May 15, a twofold increase in two weeks, while 200.000 others sought refuge in neighboring countries including Chad, Egypt, Ethiopia, and the Central African Republic, numbers that compound an already severe IDP crisis (3.7M as of 2023). Despite numerous ceasefire attempts, and internationally mediated negotiation between the warring parties, conflict still rages in Sudan and extends beyond Khartoum to reach the traditionally vulnerable regions of Darfur, among others. While it is difficult to predict the length of the conflict, humanitarian organizations resumed operations despite precarious security conditions. The needs of the Sudanese people are extremely complex, are compounded by an array of pre-existing and newly emerged factors, and can ill afford to suffer any further delays in response.
TGH has been present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004. TGH has since then extended its activities in West Darfur and Central Darfur, implementing its projects through 5 offices (Geneina in West Darfur; Bindizi, Um Dukhun Golo and Zalingei in Central Darfur).
On-hold and ongoing activities include:
- Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items (NFI) and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
- The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.
- Child Protection activities including, PSS activities, Child friendly space rehabilitation and case management
- Peacebuilding, with a focus on communities and youth.
TGH in Sudan is currently funded by a range of different donors: SHF, ECHO, UNHCR and the French MoFa. Negotiations are on-going with BHA and the CDCS. Potential funding might come from IOM.
Project presentation
The Consortium Coordinator will be responsible for an ECHO-funded consortium made of 3 international NGOs (TGH, PUI and SI) and 3 or more national partners aiming at responding to the needs of conflict-affected population in the sectors of Nutrition, Health, WASH and Child Protection (TGH being lead on the latter). The consortium will be working in West Darfur, Central Darfur and Khartoum States over an approximate 12-month period and with an overall budget of approx. 10 million EUR (pending funding confirmation).
Flexibility is needed both in the way of working and in the way of implementing the projects – including with international and local partners.
Position
The Consortium Coordinator will ensure the proper functioning of the TGH / PUI /SI consortium for the ECHO project in Sudan. He/she will work closely with the TGH, PUI and SI coordinators (program, administration, finance, human resources and logistics). He will ensure the quality and relevance of the project and provide regular recommendations for capitalization, efficiency, joint work, consolidation of information, etc.
The Consortium Coordinator might be required to travel to the consortium's areas of intervention, depending on the security status of the area.
The main responsibilities of the Consortium Coordinator are as follows:
1. Consortium coordination
- Ensure overall coordination of the various results of the project, and coordination among the various members of the consortium;
- Organize project launch and closing meetings;
- Ensure the development and dissemination of work plans, and monitor their implementation;
- Conduct due diligence processes on all consortium members and compile relevant documents as needed;
- Ensure understanding and compliance by the consortium with DG ECHO’s rules and regulations and with the clauses of the consortium agreement;
- Coordinate the production of project implementation procedures and methodologies (including, but not limited to, technical specifications, beneficiary identification and registration, distribution and awareness-raising) in conjunction with project managers (TGH, PUI and SI);
- Organize regular meetings among partners (TGH, PUI, SI and national partners) and functions (program and support service teams) to monitor consortium progress towards project objectives and to ensure consistency and circulation of the information;
- Liaise with MEAL Coordinator and other partners to identify, formalize and disseminate lessons learnt;
- Conduct field visits, as possible, to validate progress reports, identify problems and obstacles to address during consortium team management meetings, and make recommendations for improving the work of the consortium;
- Follow up on, and support, recommendations made at meetings;
- Ensure effective communication among partners at all times, including feedback from partners on TGH’s role as consortium lead for accountability purposes.
2. External coordination
- Represent the consortium to external stakeholders: international donors, national and local authorities, clusters, international and national organizations;
- Ensure the implementation of gender and environmental & social policies at project level;
- Liaise with SI Communication focal point and provide support for all communication relating to the project;
- Ensure coordination with all relevant stakeholders, including other humanitarian actors, local, state and national authorities, CBOs, etc.
3. Internal coordination
- Harmonize approaches, methodologies, tools, experience sharing and any other cross-functional activities relating to this consortium between the partners;
- Empower focal points on various cross-cutting issues (eg;. Cross-bordering, communication, local partnership, environment, etc.)
- Ensure consistency of the MEAL system and its smooth operation;

4. Consolidating project reports and amendments
- Plan and coordinate, with all partners, reporting and other drafting processes for the donor, and consolidate them and ensure their quality;
- Prepare and disseminate minutes of all meetings and follow up on action items;
- Collect information from partners, and prepare documentation for project changes, including budget revisions, amendments or extensions.
5. Project budget monitoring
- Oversee overall budget consumption and burn rate;
- Participate in the preparation of documentation for all budget revisions, amendments or extensions and ensure that changes are made in close collaboration with the consortium partner.
These responsibilities may be reviewed in line with changing needs in the field.

Safety, working and living conditions
The Consortium Coordinator will strictly follow TGH Security Plan depending on the place of assignment.
TGH will monitor the security situation on a weekly basis and will take decisions on accommodation and working conditions consequently. As the context is unpredictable, TGH will take all the necessary precautions to ensure the safety and decent working and living conditions without putting the Project manager at risk.
The person assigned should be adaptable and ready to move if the context evolve.
Profile
Educational background and experiences
- University level degree or equivalent in a relevant field
- Sound experience in the humanitarian field in a coordination position
- Significant experience in conflict-affected areas / post-emergency contexts
- Experience in DG ECHO-funded grant management
- Experience/knowledge of Sudan is an asset
- Experience with cross-border assistance is an asset
Skills
- Project management and coordination
- Good knowledge of the humanitarian environment (NGOs, UN, EU...) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms...)
- Mastery of computer tools, at least Pack Office and Google Drive. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK) and GIS (e.g. Google Earth, QGIS) will be a plus
- Excellent professional approach and strong team building skills.
- Fluent English mandatory (oral and written)
- French and Arabic skills are a strong asset
