Position: Multi-sectors project Manager

Country: Sudan - The position is based in Geneina with regular travel to Golo and Zalingei. (West & Central Darfur) with regular travel, as security permits, to TGH bases in West Darfur and Golo in Central. In addition, trips to Zalingei for coordination and possibly to Khartoum for consultation with the Head of Programs – WASH / ES&NFI

Duration: 10 months – starting from April 2023, renewable based on availability of funds

Place in the org. Chart: Under the direct responsibility of Head of Programs – WASH / ES&NFI and collaborates with the Field Coordinators in West and Central Darfur plus the Finance, HR and Logistics Coordinators in Khartoum

Conditions: Salaried contract, gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Context

TGH has been present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004.

TGH has since then extended its activities in West Darfur and Central Darfur, implementing its projects through 5 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun Golo and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs and shelters, food security and livelihood, child protection and education.

TGH’s strategy in Darfur consists of a nexus approach combining emergency activities with more development-oriented programming when and where appropriate.

Ongoing operations include:

TGH has adapted its strategy in Darfur to the evolution of the context. Central and West Darfur States of Sudan have needs in multiple sectors, and TGH implements multisector programs including Education, FSL, WASH, Shelter & NFI, emergency WASH and Child protection programs,. Safe water access, waterborne diseases, and lack of hygiene, remain major issues while outbreaks of conflicts and natural disasters continue to affect populations and lead to displacements. The Project Manager position intended to manage the project funded by ECHO, in Central and West Darfur. 

TGH is currently funded in Sudan by a set of different donors: SHF, ECHO, IOM (RRF), UNHCR and the French MoFa

Presentation of the project

The project in Darfur is conducted by TGH in partnership with PUI and two National NGOs (NNGO) under ECHO funding for a period of 12 months. This project includes humanitarian assistance response in the sectors of Nutrition (PUI), Health (PUI), WASH (TGH) and Protection (TGH) in both Central and West Darfur States. The aim is to propose an integrated in Nutrition, WASH, Health and Protection response to emergency needs for recently displaced populations and other disaster-affected people in West and Central Darfur States. The Project Manager will be in charge of the design and the implementation of both WASH and Protection components and ensure the communication flow within the consortium. 
The WASH & Protection sectors intervention was designed to address the underlying causes of malnutrition in Sirba, Geneina, Kereinik (West Darfur) and North and Central Jebel Marah (Central Darfur). TGH intervention will focus on the rehabilitation and reconstruction of water supply infrastructure, rehabilitation of communal latrines in health centres, hygiene promotion and solid waste management, support to the conflict affected displaced people through case management, psychosocial support and community led initiatives. Activities could be adapted in accordance with the evolution of the context in the country.

Job description

The Project Manager works under the responsibility and functional supervision of Head of Programs WASH with technical inputs from the Social Sectors Head of Programs. The PM is also in contact with HQ technical departments and work in close coordination with the field coordinator.

General Assignment: She/he is responsible for managing the overall activities, ensuring timely and quality implementation, supervision, monitoring, reporting and budget follow-up. The Project Manager is responsible, in coordination with the Head of WASH Programs and the Social Sectors Head of Programs (Education, Protection, FSL), for managing the HR dedicated to the project. Some representation and liaison with government line bureaus and humanitarian actors will also be expected.
