Country: Sudan - The position is based in Geneina with regular travel to Golo and Zalingei. (West & Central Darfur) with regular travel, as security permits, to TGH bases in West Darfur and Golo in Central. In addition, trips to Zalingei for coordination and possibly to Khartoum for consultation with the Head of Programs – WASH / ES&NFI

Duration: 10 months – starting from April 2023, renewable based on availability of funds

Conditions: Salaried contract, gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Context

TGH has been present in Sudan since September 2003, and opened its first project for the victims of the Darfur crisis in one of the IDPs camp in West Darfur (Riyad camp of Geneina) in June 2004.

TGH has since then extended its activities in West Darfur and Central Darfur, implementing its projects through 5 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun Golo and Zalingei in Central Darfur). All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs and shelters, food security and livelihood, child protection and education.

TGH’s strategy in Darfur consists of a nexus approach combining emergency activities with more development-oriented programming when and where appropriate.

Ongoing operations include:

• Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items (NFI) and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion for vector control.
• Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
• The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.
• Child Protection activities including, PSS activities, Child friendly space rehabilitation and case management
• Peacebuilding, with a focus on communities and youth.

TGH has adapted its strategy in Darfur to the evolution of the context. Central and West Darfur States of Sudan have needs in multiple sectors, and TGH implements multisector programs including Education, FSL, WASH, Shelter & NFI, emergency WASH and Child protection programs,. Safe water access, waterborne diseases, and lack of hygiene, remain major issues while outbreaks of conflicts and natural disasters continue to affect populations and lead to displacements. The Project Manager position intended to manage the project funded by ECHO, in Central and West Darfur. 

TGH is currently funded in Sudan by a set of different donors: SHF, ECHO, IOM (RRF), UNHCR and the French MoFa

Presentation of the project

The project in Darfur is conducted by TGH in partnership with PUI and two National NGOs (NNGO) under ECHO funding for a period of 12 months. This project includes humanitarian assistance response in the sectors of Nutrition (PUI), Health (PUI), WASH (TGH) and Protection (TGH) in both Central and West Darfur States. The aim is to propose an integrated in Nutrition, WASH, Health and Protection response to emergency needs for recently displaced populations and other disaster-affected people in West and Central Darfur States. The Project Manager will be in charge of the design and the implementation of both WASH and Protection components and ensure the communication flow within the consortium. 
The WASH & Protection sectors intervention was designed to address the underlying causes of malnutrition in Sirba, Geneina, Kereinik (West Darfur) and North and Central Jebel Marah (Central Darfur). TGH intervention will focus on the rehabilitation and reconstruction of water supply infrastructure, rehabilitation of communal latrines in health centres, hygiene promotion and solid waste management, support to the conflict affected displaced people through case management, psychosocial support and community led initiatives. Activities could be adapted in accordance with the evolution of the context in the country.

Job description

The Project Manager works under the responsibility and functional supervision of Head of Programs WASH with technical inputs from the Social Sectors Head of Programs. The PM is also in contact with HQ technical departments and work in close coordination with the field coordinator.

General Assignment: She/he is responsible for managing the overall activities, ensuring timely and quality implementation, supervision, monitoring, reporting and budget follow-up. The Project Manager is responsible, in coordination with the Head of WASH Programs and the Social Sectors Head of Programs (Education, Protection, FSL), for managing the HR dedicated to the project. Some representation and liaison with government line bureaus and humanitarian actors will also be expected.

Project management

• Coordinate with the Head Programs – WASH / ES&NFIs to develop and implement a response to assessed needs, in accordance with the country program strategic plan.
• Responsible for project oversight, coordination and implementation including the technical aspects, with support from Sudan technical team and HQ technical support.
• Manage the project effectively so that it is implemented in a timely and qualitative manner, according to established objectives, goals, and indicators and in line with donor requirements and beneficiary needs.
• Develop, implement and monitor the project work plan, ensuring that activities reflect the commitments TGH made to the donor and the community.
• Be involved in the Sudan Country Strategy Action Plan implementation commitments and reports on milestones
• Coordinate with the Head Programs – WASH / ES&NFIs to support WASH teams in technical designs, development of cost estimates, technical specifications and overall documentation packaging for all WASH infrastructure and hygiene behaviour change and community engagement activities.
• Lead the Child Protection teams in technical designs, development of cost estimates, technical specifications and overall documentation packaging for all Child Protection activities and community engagement activities.
• Update monitoring and planning tools, allowing to measure the progress, quality and impact of projects, to alert in case of slippage and to take corrective actions if necessary.
• Capitalize on information related to the project in order to justify activities to donors: donation certificates, completion certificates, training certificates, payment receipts....
• Regularly assess needs and evaluate opportunities in order to adapt the response provided by TGH and anticipate new projects
• Responsible for partnerships with local NGOs in the framework of the project, including mutual accountability and responsibility
• Responsible for developing and implementing a project procurement plan in coordination with the Logistics team.
• Responsible for developing a project MEAL plan in coordination with the MEAL Manager.
• Ensure that all project activities are delivered within acceptable budget thresholds.
• Monitor Budget vs. Actual expenditure for the project monthly. Ensuring timely corrective action is taken to address any variances.
• Participate in Coordination meetings related to the WASH and Child Protection sectors in Geneina and Zalingei.
• Participate in grant management meetings and ensure resulting actions are followed up.
• Support implementation and monitoring of PSEA (Prevention of Sexual Exploitation and Abuse) in the project.
• Actively contribute to project teams facilitating awareness campaigns on PSEA to affected populations and local communities, the standards of conduct expected of TGH staff and partners, and the various mechanisms for reporting abuses or concerns related to PSEA, including contact information.

Project Knowledge Creation

• Contribute to project knowledge creation through the writing of activity sheets, design of relevant documentations, in collaboration with the MEAL Manager and the Grants Coordination and Communications Manager, the Heads of Programs & HQ Technical Departments.
• Conduct regular analysis of the relevance of the project scheme and suggests adaptation when needed.

Logistics and administration

• Prepare a Project Procurement Plan that anticipates the procurements; purchase, vehicles, etc… needs of the project in collaboration with the logistic coordinator.
• Manage administrative, financial and HR needs related to the project (recruitments, payments, cash requests, etc.)
• Coordinate the preparation of the technical parts of tendering documents, participates in the follow up tendering process, prepares purchase requests and gives acceptance of payment.
• Follow up on all requested supply needs of the project team
• Ensures that logistical, administrative and financial procedures linked to the project implementation are established and alerts her/his superiors if gaps are observed so that corrective action may be taken.

Staff management

• Involve in the recruitment of the project team under their management.
• Manage HR administration of their team (daily attendance, leaves management) in collaboration with the HR department.
• Conduct project staff meeting on a regular basis and ensures good communication and coordination within the team.
• Ensure that the team complies with TGH internal rules (disciplinary management when needed).
• Perform regular performance evaluation, give working objectives, adapt the job description, identify the needs in terms of capacity building, and conduct trainings.
• Responsible for building the capacity of the managed team (identifies the needs in terms of capacity building, and facilitates trainings).
• Plan, manage and supervise the work of the team.
• Support and monitor that the conduct of TGH staff respects PSEA guidelines.

Internal coordination

• Participate in monthly internal coordination meetings and communicates regularly with the Heads of Programs and the Field Coordinator.
• Participate in monthly consortium coordination meetings and communicates regularly with partners.
• Communicate regularly with HQ Technical Departments on the project evolution, the technical problems faced; the potential risks and proposes solutions.
• Is involved in providing relevant communication on the project (pictures, video, success stories etc.).
• Update and disseminates internal project monitoring tools (monitoring of activities, purchases, expenses, ToRs and mission reports, monthly reports, evaluation reports, etc.)

Representation and external coordination

• Represent TGH as required with donors, partners, local authorities (Department of Water Resources, Ministry of Education, Mayors, etc.) and stakeholders involved in the implementation of the project.
• Maintain good relationships with other UN and NGO actors.
• Ensure regular presence in sector meeting at state level.

Reporting and MEAL

• Prepare donor narrative reports and internal reports, including monthly follow up of the project.
• In coordination with the MEAL department, anticipate and design, MEAL activities, facilitates data collection, participates in data analysis and relevant reporting especially including contractual indicators.
• Participate in preparation of needs assessments and reports.

Strategy/Project development

• Participate in the development of new interventions based on identified needs.
• Participate in the writing of concept note and projects proposals as requested.
• Participate in the annual Country Strategy Development.
• Meet with potential local partners (NGOs).

Security

• Contribute to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to the field coordinator. 
• Ensure the application of security instructions on the base and by the teams deployed in the field

Safety, working and living conditions

• The Project Manager will be based in Geneina, the capital of West Darfur State. TGH has an office and a guesthouse together. International staff will live in the TGH compound. The compound has electric power supplied by the government and backed up generator. Internet services are also available. The compound has a moderate place to cook food, and shower room.
• There is a cook/cleaner on hand and meals are prepared daily during working days. Meals are usually shared, but expat can cook if they prefer. Geneina has options for local restaurants and tea shops. The markets are accessible during weekdays and can be reached on foot in the company of local staff.
• The Project Manager will also spend time in the Golo base in Central Darfur State. In all locations the guest house is combined in the TGH compound with the office. All have simple living conditions, however some with more amenities (shower). All bases are supported by a generator, some have solar installations; however at times connectivity and electricity can be intermittent.
• Security situation in Darfur is very variable from place to place and period. Field-visits are authorized when security conditions allow it. The movements to the field-bases are ensured by United Nations Humanitarian Air Services- UNHAS. Each TGH base has a dedicated security plan, which all staff must be compliant with.
• Security Context in Sudan, especially in Darfur, can lead to temporary tightened security procedures (movement restrictions, etc.). This can impact the schedule of UNHAS movement. 
• Health risks are limited however there is prevalence of malaria or other diseases in Darfur. All staff residing in Darfur are provided a mosquito net for their bed. Quality medical services are available in Geneina; however where needs are higher there is quick medevac options to Khartoum. 
• The expat will have regular (as agreed/needed) trips to Khartoum. Khartoum enjoys different places for extra-professional activities: markets, sport, swimming pools, gardens, access to cultural sites out of Khartoum. The social life is rather rich. Sudan is a dry country, with alcohol remaining prohibited. 
• There are also daily flights to regional and Europe destinations and expatriates go out of the country every 3 months for breaks.

Profile

Educational background and experiences

• University level degree or equivalent in the field
• At least 3 years of humanitarian experience in the field, with at least 1 year in project management position, preferably in the following sector:  Child Protection/Protection.
• Experience in managing a multi-sectoral project is mandatory
• Experience in conflict area / post-emergency contexts desired
• Experience in ECHO grants management is a strong asset
• Experience in WASH sector is a strong asset

Skills

• Applied skills on Child Protection/Protection project management
• Good knowledge of the humanitarian environment (NGOs, UN, EU...) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms...)
• Knowledge of drilling, well construction, spring development
• Knowledge of emergency sanitation (latrines, showers, waste pits)
• Knowledge in emergency water treatment: coagulation / flocculation, chlorination, etc.
• Knowledge on case management and child protection
• Knowledge on community based approaches (communication, capacity building)
• Experience and interest in hygiene promotion and community mobilization
• Ability to set up and deliver training to local teams
• Mastery of computer tools, at least Pack Office, Internet, Outlook. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
• Competent in Microsoft Office, EPANET and AutoCAD of Infrastructures (ACAD, ArchiCAD etc.)
• Excellent professional approach and strong team building skills. Fluent English mandatory (oral and written)
• Arabic speaking is a strong asset
