Salaried contract, gross monthly salary from €2,369 to €2,884 according to experience, monthly per diem USD 850, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months with break allowance. No family duty station.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

Presentation of the mission

TGH has been working in Syria since 2017, and runs several projects which combine WASH, Education, Child Protection and Livelihoods activities across five governorates (Rural Damascus, Hama, Idleb, Aleppo and Daraa). TGH works under the coordination of the Syrian Arab Red Crescent (SARC) and with MoFA, and is funded by DG ECHO, the Swiss Cooperation, the UN (mainly SHF/OCHA) and private foundations.

TGH’s strategy consists in shifting to early recovery development-oriented programming, while maintaining the capacity to provide humanitarian assistance as needed and in line with the new, changing context. Our core program adopts an area-based approach, and integrates: school rehabilitation, teachers’ training, Non-Formal Education, psychosocial support, case management, access to clean water, improved sanitation, hygiene promotion and – where possible – cash transfers.

 

There are 6 expatriates in the mission: Country Director, WASH and Shelter Head of Program, Education and Protection Head of Program, Head of Admin, Finance and HR, Head of Logistics, and Grants Manager. Senior Management Team, including the Head of Logistic, is based in Damascus.

Job description

The Head of Logistics works under the responsibility of the Country Director. He/she directly manages the logistics team (including one logistics Manager, one officer and 2 logistics assistants in Damascus) and technically manage the field logistic officers based in Hama, Aleppo and Dara’a. This set-up might change towards a more decentralized form in the coming months, including for example logistics staff based in the field.

 

The main responsibilities include:

 

MANAGING LOGISTICS DEPARTMENTS AT COORDINATION AND FIELD LEVELS

 

  • Establish harmonized logistics procedures for all offices.
  • Ensure the good management and documentation of all the supply chain activities in all operational offices
  • Ensure the respect of internal and donors’ purchase procedures
  • Ensure the quality and timeliness of the purchases
  • Proceed through regular compliance random check in order to ensure accurate procurement files
  • Ensure the good management of all the equipment, assets and premises
  • Ensure the good management of movement plan, the team of drivers and fleet of vehicles and ensure vehicles’ regular inspection
  • Ensure with security officer that drivers are trained and follow TGH rules on roads
  • Elaborate a stock strategy in line with the Program needs
  • Ensure the proper use and follow up of TGH Logistics internal tools (Purchase plan, purchase follow-up, etc.)
  • Ensure effective and cost efficient procurement planning by liaising with technical staff and/or Project Managers to ensure that procurement plans are detailed, in place and up to date. Budget holder for logistics budget lines for all grants.
  • Examine and re-evaluate existing service contracts and oversee regular rent, utilities payments (i.e., electricity, phone and internet credit, etc.), office supplies contracts and running costs procedures
  • Ensure a proper and accurate archiving system in all TGH offices
  • Harmonize the standard approach of logistics within the different bases:
    • Remote management
    • Use of monitoring tools
    • Market assessment countrywide
    • Procurement strategy
  • Define with the bases/coordination the relevant means for the logistics department (RACI, JDs) to suit the new situation of the mission (financial situation, access challenges)
  • Ensure a precise monitoring, forecasting of logistics expenses to increase the accuracy of our budgeting (BAs, BoQs…)
  • Analyze and rationalize where possible the bases/coordination support running costs (supplies, maintenance)

 

STRENGHENING THE LOGISTICS DEPARTMENT

 

  • Build the capacities and autonomy of the Logistics Team
  • Ensure their HR follow-up (leave, appraisal, etc.)
  • Provide training to the logistics team on the internal logistics procedures, specific logistics subjects (stock management, supply chain, fleet management etc.), as well as logistics tools (purchase follow up, purchases requests, etc.)
  • Supervise and train the logistics officers in Dara’a, Hama and Aleppo offices
  • Recruit, if required, staff for the Logistics Department and provide training

 

GENERAL SUPPORT TO THE MISSION

 

  • Liaise with programs on project cycle, including participating in budgeting for new proposals to ensure that costs for support functions and premises are aligned with actual costs incurred by the mission and with the mission’s ambitions
  • Liaise with programs for procurement follow-up
  • Liaise with finance for budget follow-up
  • Regular visit to the Field for support and training
  • Due diligence, training and control of partners
  • Conduct market assessments pro-actively on program needs
  • Contribute to the respect of security measures applied by the CD
  • Contribute to any audit in collaboration with the Administration, Finance and HR Department.

 

COORDINATION AND REPRESENTATION

 

  • Attend internal coordination meetings
  • Attend external inter-NGO logistic coordination meetings (Log Cluster, HULO…), and security meeting in absence of Country Director
  • Follow up with the Liaison Officer for movement tracking, accessibility permissions in absence of Country Director or as assigned

 

REPORTING

 

  • Contribute to monthly reporting to Head Quarters for logistics
  • Regularly report to CD

Security, working and living conditions

The current volatile and unpredictable context in Syria requires strict security rules in terms of movements and transmission of information / communication with the Headquarters in France.

Working and living conditions in Damascus are good. Communication means are satisfying (efficient internet, international phones).

Profile

  • A first experience as Head of Logistic is mandatory
  • Experience in fleet management, supply chain, procurement and stock
  • Experience in security management is a strong asset
  • Ability to take effective decisions according to the context
  • Fluent in English; Arabic is a strong asset
  • Experience with capacity building and trainings
  • Computer skills (including Pack Office and Google Drive)
