The position is based in Geneina, West Darfur and Port Sudan (dependent on visa), with field visits to other Sudan locations depending on access and security conditions and regular transit through N’djamena, Chad.

Conditions
Salaried contract, monthly gross salary from 1957€ to 2678€, monthly per diem of €750 , 100% medical coverage + repatriation insurance + provident insurance, accommodation, international and local transport for the duration of the assignment, break every 3 months. Non family duty station.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.
Presentation of the mission
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bendasi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, while also intervening in South Kordofan, Khartoum, Gedaref, Al-Jazeera, Sennar and Red Sea states.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and elsewhere. TGH has more than 100 national staff in the field, based in Geneina & Foro Baranga (West Darfur), Golo, Um Dukhun, Bendasi, and Zalingei (Central Darfur), and Port Sudan (Red Sea). It has approximately more than 12 expats based in Sudan & Chad.
TGH Sudan’s largest and most active base is in Geneina, where its program and support teams are facilitating delivery of life-saving humanitarian assistance across West Darfur, Central Darfur and more recently into North Darfur.
TGH’s ongoing activities in Sudan include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community-based committees and local authorities in WASH services sustainable management
- Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
With a current volume of approximately 14 million EUR, TGH in Sudan is currently funded by donors including ECHO, BHA, OCHA-SHF, and CIAA (French MoFA).
Presentation of the Child Protection portfolio
TGH currently implements CP activities within the frame of 3 distinct programs in Sudan:
- 1 CP program in Darfur, where TGH implements protection and child protection activities within the frame of 2 consortia (1 funded by ECHO and led by TGH with SI and PUI as partners; and 1 funded by BHA and led by SI with TGH, PUI and Mercy Corps as partners). The project provides assistance in various locations in West, Central and North Darfur and include – beyond protection for which TGH is lead – WASH, NFI/Shelter, Nutrition, Health and FSL activities. Strong focus is given to working with implementing partners. The CP component of the project is managed by TGH CP PM.
- 1 ‘Emergency Response Mechanism’ program in Darfur, where TGH implements WASH, NFI/Shelter and CP short term response to newly identified crisis (natural disasters, population displacements, etc.) within the frame of 1 ERM consortium, funded by ECHO and led by SI with TGH, Concern Worldwide and DCD as partners. The project also includes Health & Nutrition and FSL components. This project is managed by TGH Emergency Coordinator, and is supported by an Emergency CP Advisor.
- 1 CP program in Eastern Sudan, where TGH implements child protection activities within the frame of 1 consortium funded by CDCS and led by PUI, with TGH, SI and Mercy Corps as partner. The project provides assistance in various locations of Eastern Sudan, and include – beyond protection for which TGH is lead, WASH, NFI/Shelter, Nutrition, Health and MPCA activities. This project is managed by TGH Multi-sectoral PM.
Job description
Under the direct responsibility of the Deputy Country Director for Program, and in close coordination with the CP Project Manager, the ERM CP Advisor and the Multi-sectoral Project Manager, as well as the HQ Protection Advisor, the Child Protection PSS Specialist will be responsible for guaranteeing high quality and timely Psychosocial Support interventions, within the framework of the overall TGH Child Protection programming.
S/He will:
- Support the definition of the Sudan mission’s PSS strategy, outlining the approaches and tools to be used, in close functional collaboration with the CP PM, the CP ERM Specialist and the Multi-sectoral PM.
- Train/re-train the TGH CP team on PSS activities in and outside of Child-Friendly Spaces.
- Mentor the team on a daily basis at field level.
- Contextualize and revise TGH Sudan PSS curricula (including social-emotional learning workshops, and parenting sessions) and propose operational adaptations depending on the context of intervention (fixed CFS vs. mobile approaches, long-term PSS response vs. short-term PSS provided within the frame of ERM response, registration and attendance mechanisms, etc.) – in close collaboration with the CP PM.
- Contextualize and revise PSS SOPs – in close collaboration with the CP PM.
- Design standard tools to monitor the quality and impact of PSS programming.
- Develop and deliver a capacity building plan for CP staff on PSS.
- Ensure integration of PSS in all relevant programme interventions (including those of consortium partners, i.e. health, nutrition, MHPSS) with special emphasis on Case Management.
Strategy development
- Design PSS interventions and activities that are AGD (Age Gender and Diversity) sensitive and ensure AGD and context appropriateness in addressing CP and other Protection issues.
- Design and develop PSS activities with appropriate resources and TGH Tool kit for providing structured and unstructured PSS for children.
- Support to contextualize and adapt internal and global guidelines, making sure these are rolled out and known by relevant staff.
- Ensure cohesion and harmonization of PSS-related activities and services across the different implementation sites within the mission.
- Develop a community-based approach to PSS, in coordination with TGH’s Community Engagement Coordinator.
- Support in the development of a harmonized structure for group PSS, social-emotional learning, awareness-raising and community outreach/engagement components across the mission.
Capacity-building & technical support
- Deliver trainings and workshops to protection and other sectoral staff to build their skills on PSS-related topics.
- Support the CP PM, the CP ERM Specialist and the Multi-sectoral PM technically on PSS components.
- Deliver trainings and workshops to non-protection staff to build their skills and knowledge of Staff Care, Mental Health, PFA and other PSS-related topics relevant to all sectors.
Monitoring, Evaluation and Learning
- Develop M & E tools to measure impact and effectiveness of CP and PSS interventions for children, adults and ensure piloting and standardization of these tools, in alignment with already existing tools and donor requirements.
- Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation.

Security, working and living conditions
The living conditions in N’Djamena and Port Sudan are comfortable with most modern conveniences, while in Geneina and other Darfur field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. During travel and working assignments in Port Sudan, Darfur or other TGH areas of intervention within Sudan, there are risks that are known and controlled by TGH and other international NGOs operating there. TGH monitors the security situation closely and takes decisions (movement restrictions, etc) accordingly. There are regular flights to and from Chad and Sudan to regional destinations and expatriates are entitled to R&R breaks every 3 months.
Profile
- Postgraduate diploma
- Significant humanitarian experience in protection programming and capacity building in emergency contexts.
- Significant experience in working with or through local partners, and or with teams at a distance.
- Significant experience in Child Protection programming, especially related to PSS.
- Technical expertise in Child Protection, and more specifically in CP programming involving Child Friendly Spaces and PSS activities.
- Experience in developing and facilitating training programs and SOPs on CP and PSS.
- Ability to work effectively remotely, as due to security or access reasons field visits may not be possible to all locations
- Ability to work in remote/isolated areas.
- Strong communication, analysis, and reporting skills.
- Experience and interest in community mobilization.
- Strong skills in capacity-building, and ability to set up and deliver training to local teams.
- Experience and willingness to work in insecure environments and follow security rules.
