Conditions
Salaried contract, gross monthly salary 1957€ to 2678€, according to experience, monthly per diem €750, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.

Presentation of TGH

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.
Presentation of the mission
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bendasi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, while also intervening in South Kordofan, Khartoum, Gedaref, Al-Jazeera, Sennar and Red Sea states.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and elsewhere. TGH has more than 100 national staff in the field, based in Geneina & Foro Baranga (West Darfur), Golo, Um Dukhun, Bendasi, and Zalingei (Central Darfur), Tawila, (North Darfur), and Port Sudan (Red Sea). It has more than 12 expats based in Sudan & Chad.
TGH’s ongoing activities in Sudan include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community-based committees and local authorities in WASH services sustainable management
- Strengthening food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
With a current volume of approximately 14 million EUR, TGH in Sudan is currently funded by donors including ECHO, BHA, OCHA-SHF, and CIAA (French MoFA).
TGH is registered in Chad and is working to develop its mission there. Currently, part of the Sudan coordination team is based in N’Djamena as well as Chad Country Representative (Senior Programme Coordinator). Some expenditures for Sudan are made in Chad.
Job description
Under the supervision of the HQ Finance Controller, the main responsibilities of the Finance & Compliance Manager are as follows:
Financial, budgetary and accounting management
- Review the monthly closing packages of 2024 and make any necessary corrections.
- Review the allocation of costs across grants and make the necessary corrections and reallocations.
- Ensure that the accounting data is in line with the projections made earlier in the budget monitoring tools.
- Contribute to the preparation of HQ level accounting and recording of HQ expenses.
- Manage cash flow between Chad and HQ and prepare cash requests to HQ for Chad mission.
- Ensure TGH’s financial procedures are in place and followed.
- Support the strengthening of archiving systems for all accountancy and administrative documents, at mission and HQ levels.
- [Chad mission] Supervise partner financial management.
- [Chad mission] Manage the cash and bankbooks in Chad.
- [Chad mission] Draft budgets for new proposals in coordination with the Senior Program Coordinator.
Donor Reports
- When requested, closely monitor spending on specific grants to ensure no over or underspend.
- Analysis of actual to budget results to identify problems in accounting or compliance, with a focus on specific grants.
- Support financial audits, when required, by supporting Sudan’s Head of Finance, Administration and HR.

Coordination
- [Chad mission] Work closely with the programme team to ensure budgets monthly follow up once contracts will be signed.

Security, working and living conditions
The position is based in Chad, after an in-depth onboarding and training in Lyon, France. In Chad, accommodation will be provided at TGH guesthouse with basic standards. Social life is possible.
Safety and security conditions in N’Djamena might be volatile. The successful candidate will be required to comply with TGH safety and security plans and procedures.
Profile
- Bachelor’s degree or equivalent in financial / accounting management (ideally, Bioforce training certificate)
- Experience in financial / accounting management;
- Advanced Excel skills, Experience with SAGA accounting software is a plus;
- Professional fluency in spoken and written French and English;
- Good analytical capability, sense of responsibility, organizational skills, and an ability to adapt;
- Ability to work independently and effectively;
- Ability to deal with complex compliance agenda;
- Appetite for a challenging position;
- Interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.
