Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

TGH in Sudan

TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref, Al-Jazeera, Red Sea, and South Kordofan states.

TGH’s ongoing activities in Sudan include emergency assistance to displaced people (provision of NFIs and emergency shelter, hygiene and dignity kits, etc), WASH (access to water supply systems and sanitation services, hygiene promotion…), FSL and livelihood (distribution of agricultural inputs, promotion of farming best practices, income generating activities, MPCA…) and Protection activities (PSS, general protection, child protection, GBV through Case Management, support for Child Friendly Spaces and Women and Girl Safe Spaces…).

With a current operational volume of approximately €12 million, TGH’s mission in Sudan is supported by key donors including ECHO, BHA, OCHA-SHF, and IFSAN (French Ministry of Foreign Affairs).

TGH currently employs over 120 national staff across field locations including Geneina and Foro Baranga (West Darfur); Golo, and Zalingei (Central Darfur); Tawila (North Darfur); Wad Madani (Jazirah) , Khartoum and Port Sudan (Red Sea). Additionally, more than 14 expatriate staff are deployed across Sudan and Chad.

General objectives of the job

Access & Security

  • Take overall operational responsibility for access and staff safety in North Darfur and Golo under the coordination of the Country Director.

 

Representation & external coordination

  • Under the delegation of the Country Director, represent TGH with local and state level authorities; support the national staff Field Coordinators to coordinate with local authorities, line ministries, and other civil or security authorities in their area as necessary. Develop and expand a local network of contacts (institutional actors, community leaders, and other stakeholders).
  • Participate in field-level coordination structures and area-based coordination and engage with international and local partners to ensure effective collaboration and avoid duplication.
  • Promote and facilitate effective community engagement and the communication of TGH’s programs to local communities and other stakeholders.

 

Coordination of TGH operations at the field level

  • Contribute to defining of TGH’s emergency response strategy in collaboration with the coordination team and Project Managers.
  • Lead needs assessments in the field, in liaison with the MEAL and program teams.
  • Provide input into project design and strategy, including feeding into concept notes/proposals and actively proposing ways in which TGH programming can be strengthened and expanded.
  • Ensure effective coordination and support the implementation of program activities efficiently, in compliance with work plans developed by the Project Managers, procurement and recruitment plans, technical standards and donor rules. Propose solutions to mitigate blockages and obstacles and work with program and support teams to implement them.
  • Actively take the lead on operational implementation of project activities, including first-line activities, in specified areas as agreed with the CD and DCD-P.
  • Contribute to the monitoring of expenses and adherence to program and support budgets in compliance with donor and internal TGH rules; promptly flag to the CD and/or the DCD-P any significant issues identified.
  • Ensure effective coordination between programs, grants, MEAL and support department staff (finance, logistics, and HR) at field level, ensuring good communication and collaboration and addressing any issues or obstacles to this.

 

Staff management & capacity building

  • Line manage and supervises the staff under their supervision in North Darfur and Golo.
  • Provide technical support and guidance for their team to efficiently manage the field teams to implement activities in a quality and timely manner.
  • Ensure compliance with HR policies and the maintenance of a professional work environment within the field teams.
  • Evaluate and assess the performance of colleagues under their direct supervision.
  • Participate in the recruitment of field-level positions when requested.

 

General Mission Support

  • Participate in the identification of new funding opportunities to build on current programming in Darfur.
  • Promote awareness and respect among the field teams for the core humanitarian principles of neutrality, impartiality, independence and humanity, as well as the Do No Harm principle of humanitarian action. Ensure the advancement of a conflict sensitive culture.
  • Support the implementation of all TGH internal procedures and policies.
  • Ensure systematic quality control of all field-level interventions, through regular technical inspections and verification of adherence to approved standards and designs

Priorities for the first 3 months

  • Support the launch of the new ECHO-funded project in Tawila and Golo, including:
    i) liaising with consortium lead and partners to establish string working relationships;
    ii) supporting program teams to plan expenses and activities carefully and realistically, iii) supporting the logistics team with finalizing a realistic and efficient procurement plan, and iv) supporting the HR colleagues to have a full team in place.
  • Review and, if needed, strengthen the security packs for both Tawila and Golo.
  • Design and roll out coordination mechanisms (e.g. meetings, SitReps, WA group or any other relevant mechanism) for the team in Tawila, for the team in Golo, between the teams in Tawila and in Golo, and between its field and the rest of the mission.

Security, working and living conditions

The living conditions in N’Djamena and Port Sudan (=coordination base) are comfortable with most modern conveniences, while in Darfur and other field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. There are regular flights to and from Chad and Sudan to regional destinations.

Profile

  • At least 4 years of humanitarian experience in the field in challenging security environments; experience leading teams and in managing emergency and early-recovery operations strongly preferred.
  • Prior experience in Sudan or comparable environment is an asset.
  • Demonstrated ability to work effectively on a team and to manage staff with differing backgrounds and abilities, including remotely.
  • Experience in program and project planning and management.
  • Capacity to represent TGH at coordination meetings with different stakeholders.
  • Excellente communication and writing skills in English. Arabic language skills a distinct advantage.
  • Proficient user of MS Office pack
  • Pro-active and able to work autonomously
  • Flexible, able to adapt to changing circumstances, and stress resilient.
  • Good leadership

  • Gross monthly salary from €2,729 to €3,244 depending on experience
