Presentation of TGH

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

Context

 

Since the beginning of the « full-scale invasion’ of Ukraine by Russian Forces, TGH has been responding to the needs of the population in the territories under the control of the Government of Ukraine. Humanitarian needs remain critical. The ongoing conflict continues to devastate civilian lives and infrastructure, causing large-scale displacement and destruction. In 2025, 12.7 million people – 36 per cent of the population – require humanitarian assistance.

Presentation of the mission

TGH has been operating in Ukraine since June 2016. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance. From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs programs (Shelter, Cash, Wash).

 

Since October 2024, TGH has been focusing on protection and shelter in the eastern region, assisting people in need in the Dnipropetrovska, Kharkivka, Donetska, and Zaporiska oblasts from its operational base in Dnipro, its sub-office in Kharkiv, and its representation office in Kyiv, through direct and indirect implementation.

Job description

Under the direct supervision of the HQ-based Desk Manager, the country Director (CD) has the overall responsibility for TGH operations in Ukraine and the mission staff. S/he directly manages 7 persons (Senior Program Coordinator, Head of Security, Dnipro Field Coordinator, Development & Quality Coordinator, Support Services Coordinator, Kyiv’s Base Manager and Corporate Legal adviser). In a volatile/ transition context, the organigram is subject to constant revision.

 

 

General supervision of the mission

  • Represents TGH in Ukraine, in particular with national authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensures compliance with Ukrainian laws, procedures and regulations applicable to the INGOs working in the country
  • Ensure an appropriate level of visibility of the organization with the national and local authorities, as well as with donor representatives in the country
  • Monitor and analyse the political, humanitarian and socio-economic context
  • Ensure efficient internal coordination at mission level and with HQ
  • Ensure efficient distance management between the coordination and Field bases.
  • Lead the SMT Meetings.

 

Security management.

  • Monitors the national context, including parts under Russian’s troupes influence (political, security and socio-economy) and maintains regular communication with HQ
  • Oversees the regular updates of TGH security package.
  • If required, conducts security assessment on the field
  • Ensures in particular that internal guidelines are translated (in national language)
  • Ensures that TGH is fully included in the existing security information and coordination mechanisms, such as the UN, INSO and the French Embassy
  • Manages security incidents and crises, in coordination with HQ, CIMIC or French embassy
  • The CD is accountable for the general security in country, while s/he delegates the responsibility of the implementation to the Head of Security.

 

Representation

  • Represents TGH in Ukraine, in particular with national authorities and de-facto authorities, national project partners, donors, humanitarian coordination mechanisms, UN agencies and other INGOs
  • Ensures compliance with Ukrainian laws, procedures and regulations applicable to the INGOs working in the country
  • Ensures an appropriate level of visibility of the organisation with the national and local authorities, as well as with donor representatives in the country
  • Ensures TGH appropriate level of coordination into specific clusters and working group (national and sub-national level)
  • Ensures an appropriate level of coordination with other NGOs working in the field.

 

Definition and implementation of mission strategy

  • Defines and/or updates the general strategy of the mission related to context changes, using the TGH tools.
  • Implements and orientates program activities to the strategy, in cooperation with the Head of Program.
  • Coordinates and/or conducts assessment and exploratory missions in cooperation with the Field Coordinators.
  • Supervises the good Identification, implementation, and development of partnership agreement and follow up with local NGOs in cooperation with the Senior Program Coordinator and the Field Coordinators.

 

Fundraising

  • In coordination with the HQ-based Desk Manager, identifies and actively pursues new funding opportunities
  • Identifies call for proposals or tenders related to TGH intervention sectors
  • Coordinates and/or supports writing proposals of new projects.

 

Program

  • Ensures overall overview on the logistic and financial situation of the mission, and – with the Field Coordinators – budget-related issues of the projects.
  • Ensures overall coordination, follow-up and quality of the ongoing projects with the Head of Program.
  • Coordinates the production of qualitative and in-time donor reports (narrative and financial) with the Head of Program and Field Coordinators.
  • Participates and supports the team in case of audit.
  • Ensure accountability mechanism are in place (PSEA, FCM …) and TGH policies.

 

Human resources

  • Plan and participate in the recruitment of expatriate staff
  • Ensure the full respect of the administrative, financial and logistics procedures with the Field Coordinator.
  • Ensures efficient internal coordination at mission level and with HQ through regular internal coordination meeting.
  • Organizes, coordinates and supports the TGH national and international team on a daily basis.
  • In coordination with the HQ-based Desk Manager, defines the team’s setup
  • Ensures performance management for staff under direct supervision according to the internal guidelines
  • Ensure a good work atmosphere and team building into the mission.

Security, working and living conditions

Security conditions are very volatile and must be assessed constantly. Air alerts are relatively frequent and specific SOPs have been set up. Movements are monitored and there are no-go areas defined by the organisation. The Martial Law all over the country was declared since the open conflict with Russia that brings some restrictions as curfews.

 

In Kyiv, life is relatively quiet with a large variety of services and supplies. The CR will be accommodated in a separate TGH apartment in Kyiv, where visitors and expatriates can also be accommodated if needed.

Profile

  • At least 3 years of experience with a humanitarian NGO including at least 1 year in a coordination position in emergency context.
  • Good knowledge of the humanitarian environment (NGOs, UN, main donors)
  • Good security management skills, experience in challenging security environments
  • Good communication and writing skills in English; knowledge of Ukrainian and French languages is an asset.
  • Proven experience in networking, fundraising and writing project proposals
  • Experience in project management
  • Experience in partnership building and management with local CSO partners and national government
  • Good organizational, planning, diplomatic, and problem-solving skills, effective decision-maker
  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
  • Cultural sensitivity, diplomatic, positive and constructive approach
  • Experience of leading efficient and transparent financial management processes
  • Ability to speak and communicate to different audiences: donors, partners, cluster, staff and beneficiaries.
