Inclusion of Children with Disabilities in Sahrawi Refugee Camps

Implemented by Triangle Génération Humanitaire (TGH) with the support of UNICEF, this project is a direct continuation of the initiatives carried out since 2023 in the Sahrawi refugee camps in the Tindouf region. Having established the foundations for early identification and structured initial institutional dialogue, this new phase aims to consolidate and sustain achievements in education, healthcare, and social support.

Project Objective

The project aims to strengthen the social, educational, and healthcare inclusion of children with disabilities by deploying a coordinated, participatory, and multisectoral care model. The goal is to transform pilot initiatives into an institutionalised and sustainable system, ensuring the fundamental rights of every child.

Key Areas of Action

• Establishing local and intersectoral governance: Rollout of an inclusion strategy validated by local authorities, development of a 2026–2027 action plan, and the coordination of five regional committees (health, education, social welfare). This component also includes entering into technical partnerships with specialised Algerian centres.
• Capacity building for early identification: Training nearly 200 professionals (educators, healthcare workers, social workers) and 300 families to recognise developmental signs and provide guidance. The international Washington Group tool is being adapted to local cultural and linguistic specificities (Hassaniya) to facilitate its dissemination.
• Community mobilisation and access to services: Delivery of public awareness campaigns (radio, theatre) and organisation of 30 home-visit missions targeting 600 children. The project also supports the structuring of the local associative movement by creating a Sahrawi Federation dedicated to disability rights.
• Data-driven management and rigorous monitoring: Continuous updating of the Social Assistance Information System (SIAS) to accurately map family needs and guarantee individualised tracking of inclusion pathways.
