Salaried contract, gross monthly salary €2,369 to €2,884 depending on experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

Context

Since the beginning of the « full-scale invasion’ of Ukraine by Russian Forces, TGH has been responding to the needs of the population in the territories under the control of the Government of Ukraine. Humanitarian needs remain critical. The ongoing conflict continues to devastate civilian lives and infrastructure, causing large-scale displacement and destruction. In 2025, 12.7 million people – 36 per cent of the population – require humanitarian assistance.

Presentation of the mission

TGH has been operating in Ukraine since June 2016. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance. From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs programs (Shelter, Cash, Wash).

Since October 2024, TGH has been focusing on protection and shelter in the eastern region, assisting people in need in the Dnipropetrovska, Kharkivka, Donetska, and Zaporiska oblasts from its operational base in Dnipro, its sub-office in Kharkiv, and its representation office in Kyiv, through direct and indirect implementation.

Job description

Under the direct supervision of the Field Coordinator based in Dnipro, the Kharkiv Deputy Field Coordinator will assist the Field Coordinator in coordinating TGH’s programmes implemented in Kharkiv on Protection, WASH and shelter interventions. She/he will also assist with external coordination and representation. She/he will contribute to the capacity building of the projects’ team and partners. She/he will contribute to an effective scale up in the area.

 

 The main responsibilities include:

 

Program management

  • Be responsible for the overall implementation of projects in Kharkiv area and ensuring coherence with TGH Ukraine’s national programme approach.
  • Support and advise the Field Coordinator in developing strategic plans and organizational expansion in the field, by maintaining an overview of the humanitarian context locally and according to TGH priorities and capacities.
  • Assist the Field Coordinator in contributing to reports, delivered according to TGH and donors’ contractual requirements, within the agreed time scale and budget.
  • In close collaboration with the MEAL team, contribute to the relevant monthly follow up (MFU) reports and ensures that the monitoring and follow-up tools are used.
  • In coordination with the partnership manager in Kyiv, implement an appropriate partnership strategy, ensuring implementing partners are appropriately selected and assessed, that an appropriate capacity building plan is developed.
  • Work alongside the Senior Program Coordinator and the Field Coordinator to ensure that all programme activities run smoothly.
  • Ensure together with the Field Coordinator in designated field that TGH’s work is coordinated with efforts of other agencies and Government and take a leadership role within Interagency Coordination forums.

 

Programme design, development and quality

  • In close collaboration with the Senior Program Coordinator and the Development & Quality Coordinator, help responding to opportunities to expand programmes/impact, contributes to draft/develop concept notes and proposals.
  • Support the development/evolution of existing programmes, ensures program quality and synergy.
  • Ensure protection, accountability to beneficiaries and humanitarian principles are mainstreamed in all programmes.
  • Coordinate with the Head of MEAL to ensure MEAL staff in the field are appropriately utilised to strengthen community engagement, analyse, data sharing and dissemination of lessons learned.

 

Staff management, mentorship and development

  • Ensure the program team recruitment, management training and promotion as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Ensure that the team is aware of and comply with TGH policies and practices with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

External representation

  • Respect all TGH values in cluster, field visits or in any relevant external events.
  • Liaise with local authorities, communities and other relevant stakeholders on project-related issues when required.
  • Attend the regional coordination and clusters/sub clusters meetings.

 

Tasks and responsibilities are subjected to modifications according to the needs.

Security, working and living conditions

Air raid alerts are frequent in Kharkiv, which is currently the closest base to the front line. Nevertheless, social and cultural life is still active and there are no particular restrictions in the city center, where TGH has a guesthouse/office. Access to good internet connection in the guesthouse/office. Power outages during the winter are possible and likely, but alternative solutions are planned.

Profile

  • Substantial experience working with a humanitarian/ development organisation, including significant experience working at field level.
  • Relevant university degree or professional experience.
  • Skills and experience in project/programme implementation, monitoring, review and evaluation.
  • Ability to coach, mentor and capacity build national team.
  • Solid experience in grant management, including budget holding and donor reporting.
  • Ability to produce high quality reports.
  • Experience of working with partners and a participatory approach.
  • Fluency in written and spoken English and computer literate.
  • Russian/Ukrainian language is an asset.
  • High degree of flexibility, autonomy and initiative.
  • Very good communication skills.
  • Adaptation capacities to dynamic context.
  • Trustworthiness and sense of responsibility.
  • Ability to work in a stressful environment, autonomy.
