Presentation of TGH

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

Context
Since the beginning of the « full-scale invasion’ of Ukraine by Russian Forces, TGH has been responding to the needs of the population in the territories under the control of the Government of Ukraine. Humanitarian needs remain critical. The ongoing conflict continues to devastate civilian lives and infrastructure, causing large-scale displacement and destruction. In 2025, 12.7 million people – 36 per cent of the population – require humanitarian assistance.
Presentation of the mission
TGH has been operating in Ukraine since June 2016. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance. From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs programs (Shelter, Cash, Wash).
Since October 2024, TGH has been focusing on protection and shelter in the eastern region, assisting people in need in the Dnipropetrovska, Kharkivka, Donetska, and Zaporiska oblasts from its operational base in Dnipro, its sub-office in Kharkiv, and its coordination office in Kyiv, through direct and indirect implementation.
Job description
Under direct supervision of the Country Director and in technical collaboration with the HQ finance department, the Head of Finance-HR-Administration (HoFA) directly manages the Finance, Accountancy and HR teams – and supervises the finance-related work of TGH’s bases. He/she also works in close collaboration with the Logistics Department, the Senior Program Coordinator, and the Field Coordinator(s) / deputy Field Coordinator(s).
His/her main responsibilities include:
FINANCE
- Maintain overall budget control and monitor cash flows and expenditures. This includes ensuring that funds are properly utilized in accordance with internal and donor procedures and submitting a monthly cash request to HQ based on needs.
- Coordinate with budget holders to receive regular updates on budget forecasts and update budget vs. actual using TGH tools and flag any possible issues.
- Provide up to date financial analysis and required financial reports to the Ukraine SMT.
- Coordinate and finalize the formulation of new budgets for proposal and MR of current grants.
- Prepare the financial reports to donors within internal / contractual timelines.
- Prepare and manage potential audits.
- Supervise the financial management of local partners and perform spot checks and necessary follow-ups during the implementation period and in the preparation of donor reporting.
- Supervise and validate monthly accounting at field level and ensure that a complete compliant package is sent to HQ on time.
- Ensure that appropriate control mechanisms are in place across the country program and that financial risk is minimized.
- Support the HQ Financial Controller in the follow-up of funding contracts and payment schedules.
- Provide necessary briefings to field budget holders.
- Line-manage the Finance Manager & Senior Accountant – and manage the finance / accounting functions in their absence.
ADMINISTRATION
- Ensure that TGH complies with applicable Ukrainian laws.
- Ensure that financial procedures are understood and well implemented by all.
- Ensure efficient archiving of all administrative and financial documents.
- Induct all new expatriate and national staff upon arrival and train them on internal procedures, budget tracking and expenditure forecasting.
HUMAN RESOURCES
- Line-manage the HR Manager and manage HR functions during their absence.
- Budget holder for the HR and administrative budget.
- Ensure that recruitment is well planned and in line with the cost allocation strategy.
- Provide overall staffing visibility to the country program.
- Ensure that HR procedures are in place and adequately adapted to contextual developments.
- Oversee monthly HR information, payment of salaries and follow-up of all employment contracts.
- Ensure that a performance appraisal system is in place through the HR Department and that regular appraisals are conducted by line managers.
COORDINATION
- Contribute to representing TGH to the local authorities, donors and partners, if needed.
- Contribute to the SMT meetings and discussions – as a member of SMT.
REPORTING
- Contribute to monthly reporting to headquarters in close coordination with SMT team.
- Regularly report to the Country Director.

Security, working and living conditions
In Dnipro, air alerts are daily, with a noticeable increase of airstrikes in the past period. However, travel on foot or by taxi is permitted in the city centre, and it is possible to go out to bars, restaurants. There is a curfew in place from 24:00 to 05:00 according to the martial law. TGH team works in spacious and well-equipped offices with a shelter in the city centre, close to the Guest House where the expatriates are accommodated. Access to good internet connection in the offices and the guesthouse. Power outages during the winter are possible and likely, but alternative solutions are planned.
Profile
Educational background and experiences
- Minimum Bachelor’s Degree in Finance, Accounting or related field
- Minimum 3 years’ experience as Administration, HR and Finance Managerial position
- Required relevant experience in the humanitarian sector
- Similar experience in the private sector is an asset
- Experience in managing logistics and/or human resources functions is an asset
- Proven experience in accounting, financial management and team management
- Good knowledge of the humanitarian environment (NGOs, UN, mains donors)
- Experience in Ukraine and knowledge of Ukrainian language is a distinct advantage
Skills
- Excellent knowledge of MS Office Pack (SAGA knowledge is an advantage)
- Fluency in English, both verbal and written
- Good communication and writing skills in Ukrainian or French are an advantage
