Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.
TGH in Ukraine
TGH has been operating in Ukraine since June 2016. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance. After the outbreak of the war, from February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs programs (Shelter, Cash, Wash).
As of today, due to the global reduction in humanitarian funding in Ukraine, following the USAID shutdown and a general decrease in other institutional donors’ contribution, TGH in Ukraine had to adapt its operational structure, focusing in Eastern and North-Eastern Ukraine. The organization’s main base/office is located in Dnipro city, while a small office was recently open in Kharkiv city. A small country office is currently based in Kyiv. TGH projects and activities are currently implemented in three regions (“oblasts) – Dnipropetrovsk, Kharkiv and Zaporizhzhia.
Ongoing activities include protection activities, multi-purpose cash assistance, shelter and wash activities and winterization activities.
TGH in Ukraine currently works with four local NGO partners, in line with its current localization approach. With a current volume of approximately 4 million EUR, TGH current donors in Ukraine are OCHA-UHF and CDCS (French MoFA).
General objectives of the job
Under the supervision of the Country Director (CD), the Head of Grants oversees project and proposal development and reporting (strategic planning, development of sectoral approaches, support for donor relationships, internal coordination at mission level and with HQ, coordination with consortia and local partners). He/she supervises the mission’s grants activities (including planning, proposal development and revision, donor reporting, and grants-related internal & external communication) ensuring timely and quality implementation. The Head of Grants provides significant support to the CD and Senior Program Coordinator (SPC) on coordination, reporting and fundraising including by ensuring effective channels of internal and external communications and by supporting development opportunity identification. The Head of Grants develops and maintains good relationships with TGH consortium partners. He/she also supervises partnership with local actors.
Priorities for the first 3 months
- Actively monitor funding opportunities at country level, and report to Country Director and Senior Program Coordinator.
- Work on the preparation of the concept noted and full proposals to be submitted by the end of 2026 or early 2027.
- Work with the MEAL and Program teams to ensure the availability and quality of data needed for reporting (for ongoing projects) and concept note or proposal development.
- Update potential local and international NGO partners mapping, and advise on the selection of new partners and on their integration to new potential partnership.
Security, working and living conditions
The living conditions in Dnipro remain comfortable, despite frequent air strikes and possible energy cutoffs during the winter or summer. The social life within the city remains dynamic, as the city offers a diversity of restaurants, bars and parks.
Profile
- University degree in a relevant field (fundraising, communications, development, humanitarian aid or international relations, etc) ; or equivalent combination of qualifications and relevant working experience.
- 3 years of experience in humanitarian and/or development grants management and fundraising with institutional donors.
- Good knowledge of humanitarian donor guidelines and procedures; experience with OCHA, CDSC and DG ECHO is a strong asset.
- Demonstrated skills and experience in formulation of project proposals and reports.
- Flexible and able to handle work pressure, tight deadlines and ad hoc requests.
- Able to deliver consistently high-quality work on time ; detail oriented, rigorous and with strong organizational skills.
- Fluent English (written and spoken) is mandatory; Ukrainian is an asset, as is French.
- A team player, with strong communication, coordination and interpersonal skills.
- Ability and interest in traveling to the field, including to potentially insecure environments, while strictly following security rules and guidelines.

Location
Dnipro, Ukraine, with occasional travel to Kyiv and TGH office in Kharkiv.
Duration
04 months subject to funding, from August 2026
Conditions

- Gross monthly salary from €2,369 to €2,884 depending on experience
- Monthly per diem €650
- Hardship bonus €300

- Resting policy: 06 working days at 3 and 9 months + RnR allowance €930 – 25 paid leave days/ year (transportation covered by TGH every 6 months)
